Provision
on the Editorial Board and the Council of Science Editors of the Peer-Reviewed Scientific Journal "Aquatic Bioresources & Environment" of the Federal State Budgetary Scientific Institution "The Azov Sea Research Fisheries Institute" (FSBSI "AzNIIRKH")
1. General provisions
1.1 This Provision stipulates the aims, objectives, body and structure of the Editorial Board and the Council of Science Editors, dedicated to publication of the peer-reviewed scientific journal of the FSBSI "AzNIIRKH", "Aquatic Bioresources & Environment" (hereinafter – the Journal), and regulates their functions.
1.2 This Provision was adopted at the meeting of the extended Scientific Council of the FSBSI "AzNIIRKH" (Minutes No. 41 dd. the 23th of November, 2017).
1.3 With the view of preparation and issuing the Journal, the Editorial Board and the Council of Science Editors have been created.
1.4 In their work, the Editorial Board and the Council of Science Editors conform to the Constitution of the Russian Federation, the legislation of the Russian Federation on mass communication and media, other regulatory instruments of the Russian Federation, rules of international law, international treaties of the Russian Federation, the Code of the institution, as well as this Provision.
2. Aims and objectives
2.1 The Editorial Board is created with the aim of development and improvement of the scientific activity of the FSBSI "AzNIIRKH", being dedicated to facilitating public access to science and assisting the scientific community of Russia and foreign countries in publication and discussion of scientific data, innovative ideas and modern technologies.
2.2. The main objectives of the Editorial Board and the Council of Science Editors are: work on editing and publishing; quality control over the scientific, methodological and theoretical information, published in the Journal; dissemination of scientific knowledge, innovative ideas and technologies in the scientific and business communities; efficient performance in the unified informational and communicative space of the scientific world; provision of informational and methodological support to the authors.
3. The Editorial Board
3.1 The members of the Editorial Board perform reviewing of the manuscripts and other papers, submitted for publication; participate in events and campaigns, facilitating the growth of prestige and readership of the Journal in Russia and abroad; develop recommendations on improvement of the Journal.
3.2 The Editorial Board consists of the staff members of the FSBSI "AzNIIRKH" and invited members and exercises scientific and organizational governance over the preparation of the Journal's issues and their publication. The members of the Editorial Board are invited on a voluntary basis from among Russian and foreign scientists, holding positions in research, educational or other institutions, who made significant contribution in the fields of science, corresponding to the Journal's subject matters, as well as from among public figures and practitioners, known for their scientific works, who gave a written agreement to participate in the work of the Journal's Editorial Board (Appendix).
3.3 The roster of the Editorial Board can be changed according to the decision of members themselves or the decision of the meetings of the Editorial Board, the Council of Science Editors or the Scientific Council of the FSBSI "AzNIIRKH".
3.4 The members of the Editorial Board participate in the Journal's work pro bono, without financial reward.
4. The Council of Science Editors
4.1 The Council of Science Editors functions as the Journal's working body and the Editorial Board. The Council of Science Editors along with the members of the Editorial Board performs primary expert evaluation of the research manuscripts, rejects submitted manuscripts, or recommends them for further reviewing; prepares accepted manuscripts to publication; interacts with the Scientific Electronic Library, represented as web information resource eLibrary.ru, on the matters of inclusion of the Journal issues in the RSCI; represents the Journal in academic communities, educational institutions, government authorities, non-governmental organizations, public associations, exhibitions, mass media and other institutions; facilitates development and optimization of the Journal.
4.2 The members of the Council of Science Editors are entitled to regulate the schedule and the sequence of published materials, to return manuscripts to their authors for revision, and to make decisions of editorial nature, which facilitate the improvement of the Journal's work and increase the efficiency of the Editorial Board's work.
4.3 The member staff of the Council of Science Editors (the editor-in-chief of the Journal, his or her deputies, executive editor, technical secretary and clerical staff) are proposed and considered at the extended meeting of the Scientific Council and are appointed by the order of the Director of the FSBSI "AzNIIRKH".
4.4 The FSBSI "AzNIIRKH" staff members, taking part in the Journal issues, can be rewarded by the administrative office of the institution with financial incentives.
